Change burst mechanics

Since burst weapons have unbalanced damage compared to other weapon types I suggest that there be an exponential increase in chance to hit for each bullet to simulate recoil. Im thinking 15-STR= hit chance reduction for BG and 10-str for SG, so a 10 str char would be able to hit with all the bullets in a burst using sg but not with bg. Miniguns aren't exactly precision weapons and being able to hit someone at a distance with an entire burst should be nearly impossible. For this to work you'd have to remove the 1/3 of bullets max hitting at more than 1 hex but miniguns aren't meant to be melee weapons either.
