If it is hard to code, which i dont think so, lets start with just doctors giving super stims to controlling faction.

It would be also a good idea to make the ability to gather reward depends on the reputation of the character.
So the one who participate in the life of the city (trading, healing, questing etc...) gain more stuff than the one who just endlessly kill players and npcs...
