Make the Salvagers Pay 15 Caps per Junk instead of 5.

Really, between what spears rake in (25 caps per junk) and people needing junk for bases, you would think even the most notorious of skinflints could offer better buy prices. Another reason I'm suggesting this is to firm up the player to player market and discourage the laughable lowball offers like 6 caps each ;D
