Hi, im quite new to this game and atm i have a problem bartering with npcs. They wont talk to me. All they're saying is like "get out! you frightening my customers" etc. only the bartender in ncr is bartering with me. Could it be because of my bad reputation (-113) or is it something else? please help

And your Charisma is 1 -if yes thats the problem...

with charisma 3 you should be able to talk with every npc trader.
there is a list of trader for characters with low charisma, check this here

>edit< but hold in mind that it could be dangerous to trade in unguarded town like gecko, new reno and so on..
ncr have abilities to make small trades available , even for low charisma characters, also sanfransisco for some bigger deal..
as example, gordons gastation in the middle of the dessert is a good place for getting medical suplies as ugly wastelander. but still unguarded place.

mhm you sure about that? that would be new. usually it is (or was) requirement charisma 1 or 3 for merchants..
