Theres nothing wrong with afk idling, this is how the whole thing started, one legendary idler logged into ncr and left his computer on while he afked, and every few hours checked in to see if his friends were there to talk to. But now there is actually people that will stand in ncr while playing for hours/days/weeks/months/years and do nothing and experience less than 1% of the game.

Was his name Billy Bob the guy who was always at the upper barrel in ncr?

No it was Larry Rotgut, from times before nubs like Billy Bob and before his name got stolen.
