9mm SMG, 45 Pistol. Any chance of it happening?

You're right, it does. I forgot about that one.
As far as more suicide bursting in NCR because of easy to get ammo, I posit that ammo availability isn't hindering anyone RIGHT NOW, with Grease Guns. I don't think it would make anything worse, to be honest. 9mm ball stacks up pretty fast, and if the regular 9mm ammo that is in the game was introduced as a crafting item, there would be a difference in damage done between the two.
As far as the P90 using a 5.7mm cartridge... that weapon is so screwy in the game that it doesn't matter, anyway. They hold 50 rounds, and they're made by FN (not HK), anyway. No point in getting into that I'm afraid.

These would be newbie guns, it won't affect the larger fish swimming around the desert.
Plus grease guns are easy enough to find, this won't make NCR suiciders any faster.
