Who is the richest person in the wasteland?

Bit dumb topic but what the hell.
Who is the richest person in the wastes,and by richest I don't mean richest in equipment but richest in caps.
Tyler:
The Tai-Pan of Noble House, Dirk Struan is the richest man in the waste. Followed closely by his rival and nemesis Tyler Brock.
Mike Crosser:
No seriously I want to know who has the largest amount of caps.

So you can steal, base rape, and pk them? xD

Really the people who are rich are the ones who do Town Control,
or if someone spent hours making/farming spears and selling for caps
