Does Deteoration Affect Damage?

No, it does not. Just affects the chance that you might critically miss and the bad effects that go along with that.

(With armors it does affect the resistances, of course.)

Oh okay, thankyou. So 100% weapons, are at least a tad bit more valuable in most cases then, yes?
