I Keep Dying in NCR/NCR is Fucked

Some guy aparently named 'Napa' set off all the guards and he hid in a place at the pop in area of shady sands, and the guards somehow can't reach him, so they all swarmed there and made a clusterfuck. Some guy shot my buddy 'Mel_Gibson' and I shot at who i believed was the guy, but I guess it wasn't so I took a rep hit of -100, and I died. Every time I return, I die. What do I do? :(
