Why is a Cockroach less expensive than a Buggy?

cockroach is more expensive because it has great speed and very low fuel in take per sqaure traveled.
it also cost so much because its supposed to be a semi rare car. this era thou devs made fcc easy to get and everyone has 5+ fccs so the price went up alot.
