Then, i will PERHAPS assist you with making a rider animation, because that's all what we can do - make a replacement graphic mod for some armor clientside.

2D won't help much here (except for textures) all critter graphics in Fallout was actually made in 3D and rendered to 2D animations. So even if you wanted to make it 2D frames the only sane method is to make 3D models first. If there wouldn't be fighting or doing anything else than moving when mounted it wouldn't require much animations. Just getting on the horse, getting off and moving on the horse when mounted. But it would be quite tricky because you would have 2 critters that turn into one? oO
The easiest (the most primitive) way to do it would be simply making car with horse graphics.
I doubt devs would include it though (but hey, I could be wrong).
