Who Killed Bambi:
this is idea about make encounter random : like :
                                                                 you can find raiders, vc guys, unity, mutant remnants in different places without fix to cords and squares.

why ? : i dont think vc patrol live vc city squares often - but they can trade with other towns, invade areas, so vc spotted nearby redding can be ok for gameplay and concept.

same with mutants, unity, high quality raiders and other combat fonline npc factions
