Make guards in guarded towns stop looting

for this just put gun to inventory by in-game-script-bla-bla when player enter town.
there gonna be no suiciders and after some time no troll at ncr and other guarded/safe towns

In encounters and out in the wastes it makes sense because those areas are lawless; but in NCR I'm sure if any citizen got their head blown off by random criminals, the guards would be obligated to deliver their property to a next of kin.
Another point is that when PKed by other players, there isn't the 100% certainty of losing one's equipment. The PKer could get wacked by somebody else, have carry weight issues, simply not want the items, etc. In unguarded towns I see retrievable stacks of equipment sitting around all the time, yet only in guarded towns do you have the dynamic of a third party suiciding against the victim just to get the equipment sucked into an untouchable place.

make carrying weapons in town illegal and thieves will go about totally unpunished.
Castony:
Guards should return the loot to it's owner. It follows the principles of civilized places with working property laws.

Well they can just attack thieves by themselves. It's wastelands after all, not modern tolerant justice.
