Make guards in guarded towns stop looting

Please make NPCs stop looting dead players.
Every time someone dies there is no way for them to get their stuff back because some greedy guard looted their corpse 0,0003 after they died.

So much valueable stuff is lost because of this and since NCR is flooded with guards there is no way to loot the body before the NPCs.
I lost a car key this way and many other people lost valuable stuff too.
Please remove this feature or at least give us the option to talk to guards so they would give us our stuff back.

If there was no looting there would be much more PKing, you would be still losing items, the only
difference is that it would happen more often and the item would end in hand of PKs not NPCs.

Giving back items to owner is a good idea IMO.

Least there would be chance that someone could give me back my stuff rather then just losing more and more.
Though the chance is roughly at 8%?

I think the real question here is why you would bring anything that is worth more than 2 caps to NCR.
