if i want to steal micro fusion cells who do i have to join? enclave or bos?
how much steal skill will i need ,and which stats beside int a thief should have maxed.

where i can farm laser rifles alone, or is it only possible in group hunts?

You dont have to join a faction to steal from BoS or Enclave, just steal while they shooting something else like rats.
and you can farm laser rifles from Unity since they are easy

Laser rifles - Supermutant Remnants have them, AFAIK.

Join Enclave. Or you can steal MFC from Super Mutants encounters aswell.
Stats for thief: +200% steal, the more the better, agility and luck affect (probably)

Laser rifles are easy to get from 2 types of encounters:
1) Unity Patrol vs Rogues near BH - best to do in sneak mode, just wait till they finish each others or you can go with some BG avenger and finish 'em up by urself.
2) Super Mutants Remants vs Centaures/Floaters/Deathclaves near Mariposa - same tactic as above.

No need for that. Also as a member of Enclave thief is unable to steal from BoS and vice versa.

Basic Steal skill is higher with 10 PE, also placing in encounters is better.

But as a member of Enclave you can steal without any time penatlies and how many times you want (AFAIK they still didn't fix this bug)

BoS Patrol kill me everytime i try to steal anything. i joined the faction and got steal on 214 with all supportperks of course. it is just badluck or did they fix something ?  maybe BoS-patroles are in furious anger cuz of the nasty rollbacks...?

he abused bug with infinite apples, and used bot. thats how wichura lvled up this thief

you need to be fast. you only have 2-3 seconds to steal 1 thing then go to the next guy. you cant steal all because bos has a set area you can be in around them. when you go in that area you have 2-3 seconds to steal then leave. if you dont leave you die.

hrmm or he just used od or the theif trick to lvl in nerco. which takes alot of time.

For now this method won't work, due to constant rollbacks.
