NPC Doctors should dialgue with everyone...

Regardless of Charisma, NPC doctors should talk with anyone/all characters since doctors have "seen it all". They've seen pretty people look ugly and they've seen ugly people look hideous and nothing makes tham sick anymore. So a Charisma 1 character? Who cares - it should not be a problem for a professional physician.

(Let our fighters get radiation treatment without shuffling around for beer or breath mints.)

If anything as in realife doctors would treat you like shit if you had 1 charisma and would probably give you a treatment for radiation poisoning that consisted of him pissing in a vial and injecting it in your ass.  He would of course explain that this is a sliding scale fee system after you tell him you don't have insurance and as it turns out would cost you 3 times what anyone on insurance would be charged.  Then some asshole would tell you that you wouldn't want socialized medicine or you'd end up like the Canadians (that btw have a longer lifespan than Americans, must be all the contaminated cheaper drugs that they get directly from American Pharmaceutical companies).  Turns out life is harsh indeed, charisma requirements should be raised to 5 and you must have at least 5k caps on you or 50k caps in the bank for them to even "schedule" an appointment to see you.  Then if you have cigarettes in your inventory they should also charge you a thousand caps to give you a "stop smoking" consultation, which consists of him looking down his nose at you and saying "you should really stop smoking".  If you have jet addiction and do not have the "porn star" perk like a move star they should immediately have the guards shoot you on sight as its a crime otherwise it's a treatable disease that they will automatically deduct 50k from your bank account.  You'll still be addicted to jet, but at least now you can tell everyone you have been to rehab for a terrible disease and aren't really a criminal.

a doctor swears to help thoses in need. even ugly deformed 1 int and 1 ch people. so yes this makes sense. if i was to go see a doctor and i was really ugly he would treat my wounds. thats why he became a doctor to help people.

Also I d like to add that when you are heavily radiated you have one charisma, you can't be healed. There is a non-sens with being sick and not being able to be healed.
