Free to anyone who solves the problem of my sound effects not working.
PS:
1. my sound works for everything else (including Fallout 2)
2. my sound worked in FOnline previous to the January update

it should go in General Game Discussion actually.
In case of.. tap F1 in game and check your sound/music level. Maybe they switched to null.

Neither of these suggestions work, but thank you for your time and effort. 

I should note that I have done a fresh install and followed the directions available in this thread:

but still no sound effects.

dont you happen to have some old / rare sound card?
install latest driver for it , it cant do a harm

Try running 2238 with XP compatibility and administrator mode.

the solution to this was quite interesting:


I checked my sound driver, publish date was 2007.
I search for newest sound driver, newest publish date is 2009.
I attempt to install sound driver from 2009, it fails.
I uninstall sound driver from 2007, and let windows automatically search for a sound driver.
Windows installs a sound driver from 2006.
Sound effects now work.
