Magnum aimed shot glitch

Hello. It seems that magnum (speed loader) has some strange problem.



As you can see on the screen, it should take 4 action points to make an aimed shot, but it says "5 action points needed". When i try to do aimed shot not with binding but with turning a shot mode to "aimed" manually and chose f.e. eyes then it says the same - "5 action points needed" and then number 4 on weapon button get changed with 5. Is it a glitch or it is done specifically?

Torso = 3AP
Hands/Legs = 4AP
Eyes,Head,Groin = 5AP

It works what way only for magnum?
