Not like that it matters. In any case most who plays are above 20 therefore they may have work to do or exams to finish. Also the overall weather is getting warmer and warmer which gives a reason for many to go outside thus lowers player numbers again.
The fact that there are some things that needs updates are only an extra on these. Also the previous server was attacked so Fonline was out of reach for a time. This could have had an impact too.

Telock:
Its a relatively old game to own and then you have to have that moment of truth in your head when you are playing it to think "Hey, this would be good as multiplayer, has anyone made a mod for this?"

As a whole though, a 14 year old game with a daily online presence of over 100 players?
Don't make me laugh. This game is not dead.
