The developers of 2238 don't intend to implement Power Armor at any point of the game.

- because it's supposed to be an BoS-exclusive, rare item.
- because you can't peel it off dead paladins.
- because there was already many, many times before that other new players suggested Power Armors.
- because one should use search function.

If they actually did put Power Armour in, people would just beg for Hardened Power Armour instead. I imagine the trend would increase upwards to "Why can't we have Special-Double-Advanced-Super-Mega-Power Armour Mk VII?". Of course, they'd also need to be able to fire nuclear missiles at each other to keep the game balanced
