Toggle outlines at all times

If this is already implemented and I haven't found it ignore, but otherwise you should be able to toggle outlines at all times and not just when you're in combat targeting mode. Too often people stand behind walls or other objects allowing them to shoot you but you can't shoot back because you can't click on them.
