How does the weapon perk "Long Range" work

Hi everyone , I would like to know that how does the weapon perk "Long Range" work?
I already know that : "Long Range" means you get 16% CtH per point of perception instead of 8%
But for most ranged rifles(for example : sniper rifle and hunting rifle) the formula is just (PE-2)x16% instead of (PE-2)x8%, so in this case does the "Long Range" perk still work?

They have "(PE-2)x16%" because they have the perk long range. (The formula change with the perk not with the name of weapon or something like that)
Just check weapon with and without the perk "long range" you will see the difference between each.

the formula for range penalty is
[Range - (PER-2)*mod1]*mod2
mod2 is 4 part cases where you would be blinded (12 then)
mod1 is 2 for nrommal cases , 4 for perk long range and 5 for scoped.
it transaltes into 16% per PER point above 2 in normal cases however it should be rather viewed as :
per every point of PER above 2 you can shoot 4 hexes further without distance penalty for weapons with long range perk.
10 PER 32 hexes for long range rifles. - it does matter in case you would want to do aimed with sureter distance but dont have the skill needed - PER wont help you.
Also if you have eye damage you lose 12% CTH per hex , but PER will allow you to shot hexes without penalty - so you still can shoot 32 hexes w/o penalty for 10 per...

when you have eye damage your perception goes all the way back to 1...
