Is there really a big difference between breaking down items with high or low science skill. And where would a breakpoint be?

I'm asking because I don't see any difference between 14% skill or 100% skill.

i have a strange feeling that science is broken, i even have 230% science character and never noticed difference between it and 20% science character, things change only after taking dismantler perk
