was the laser rifle (ext. cap.) removed from the game?

no they only have a normal laserrifle

In the gun runner quest to retributive the blueprints from the super mutants some mutants carry them but can only be looted if overkilled

Maybe because the maganize size upgrades were the most useless upgrades ever. Hint, those upgrades save over ONE percent of your APs. In other words, to spend 12 shots for normal rifle, you have to spend 6x12AP (72), and reload itself is 2 AP. That gives you 2.8% APs spent on reloading which you cut in half.
The only real purpose of the upgrade was TC tier nonsense.
Only size upgrade that'd make some sense would be 2 or more shot rocket launcher.
