Requirements for a VC day pass?

Can someone tell me what the requirements for a VC daypass are?

I have a level 9 3 CH alt with speech and barter tagged (both 100+). It could get a daypass without problems.
I have a level 10 1 CH alt with low speech and barter, let him eat a mentat and wanted to get a day pass. The alt had 1k caps on him, talked to the guard and the 2 guys inside the customs office. The guy giving the day pass didn't give the option for a day pass. I did get the option for extra info, costing 200 caps. However I'm not getting the dialog option to buy a day pass.

Are there any kind of extra requirements that anyone know of?

Additional info:
- the character is not part of any faction, nor has it been
- the character has 0 rep with both VC and courtyard citizens

I was told that you need to have 3k caps on you to show the money around, then the day pass will cost $500 and will be buyable.

That's correct, you need 3000 caps in inventory for the dialog answer to appear.
I think it's a feature, you basically have to show the guy that sells the pass that you are a wealthy person.
