Basic Steal skill is higher with 10 PE, also placing in encounters is better.

But as a member of Enclave you can steal without any time penatlies and how many times you want :) (AFAIK they still didn't fix this bug)

I didn't join to BoS or Enclave, I just have to be quick or be dead while stealing.


Laser rifles - Supermutant Remnants have them, AFAIK.

How did you level such a character? Unarmed? Throwing grenades into Centaur fights?

According to the thief perks luck matters

BoS Patrol kill me everytime i try to steal anything. i joined the faction and got steal on 214 with all supportperks of course. it is just badluck or did they fix something ?  maybe BoS-patroles are in furious anger cuz of the nasty rollbacks...?
