Is it possible to find the gauss 38:13 encounter multi times with same character or are you farming them with alts?

You can only find it once per character.

Yes, you can. I've personally hit the gauss encounter twice in one week with the same character. I know a few others who have encountered it multiple times as well.

Whether that is typical or not I can't say, and maybe you will find it more often if you make a new character. But it is possible to encounter it more than once with the same character.

vindicator cant be at the glow i was there to often , all stuff thereis respawn but i never did see a vindicator it must be somewhere else maybe at enclave officer or BoS Bunker but good luck to kill all critters there eitherway it must be some exploit
