I can't start dialogue with companions :(

So today at Maltese Falcon in hub I see this companion NPC he had a Leather Jacket-Helme and a Throwing knife. His description was like this.

You see Richard Ford a well-travelled wastelander.
You see Richard Ford. He has 104/104 hps and is wielding a throwing knife.

I have also seen many NPC's with this description but I would always get responses like:

Who are you?
Who do you think you are?

I have 173 party points 10 charisma and good natured. WTF SHOULD I DO ? I WANT ONE VERY BAD ! :'(

What are the requirements for having a companion ? Do I need to wear an impressive gear or something ? WHat?

Companions with names are already taken.

The description of untaken companion is something like. You see a well travelled wastelander. There is a topic on this already.

I would be more helpfull but my current acess is from a cellphone made in 2005.
