No , HH decreases raw critical chance by 30% , not crit power modifiers. Don't mix up :)

But if better critical and HtH better critical works together, it can be useful, with mythical Finesse that won't give +30% DR you can also deal damage, not only do KDs, but this thread was made for Spray and Pray :D sorry for off-topic.
