Banned for kiling a guy in city. Justice?

Im not defending anyone, but its so pathetic to see that one abuse is punished with ban, and many other abuses are punished by 'wasteland is harsh' sentence. But thats because, there is no transparent rules, and GMs are living in their own world, without any supervisor (yeah, i know.. send an email... buhahaha).

he can kill and loot if he doesnt use dual log, he can go and hunt players in safe places, and there is no safe zones in fo. i can kill you in front of dev solar in protected city and loot your body and troll you to death and this is leagal!

Well, i dont understand why he was banned for 200 hours at all ... There are worse things than this one.
I am just curious from what faction that guy "charity" is. If from Rogues/SOT, then i understand why this guys was banned so quickly.

Looting is not against the rules. Neither is killing.
He killed this person, so if guards kills him - it's ok. If guards don't kill him - it's a bug and should be fixed immediately, since this place is theoretically guarded.
