Mercs/Slaves added to militia in towns shouldn't gain skills.

McLooter:
-You could buy an unarmed/melee mutant/human merc for 50-500 caps, get a laser rifle/minigun/rocket/sniper rifle launcher from any unity/vault city encounter and have the exact militia you want with 300-700 HP along with proper defenses.
-Normal weak militia you buy from the mayor costs more. (750 caps)
-Simply remove the skills mercs/slaves gain when they are added to militia, so you would actually have to spend quite a lot of money on BG/EW mercs to get the strong militia.

No need for this as whenever TC fix comes , you won't be able to add mercs as militia at all.
