Funny thing, that we've thought about the same thing simultaneously. I've created a topic regarding the same issue in almost the same time.

On topic: I'm all for the trading restrictions for those, who have low speech parameter.

P.S. Would you like me to add a poll to this topic?

Could be reduced a lot by post count requirement to give reputation.

EDIT: or Speech requirement or both

The amount of reputation one can give to someone is driven by reputation power, which is derived from post count, current reputation and date of registration. If someone has low one or more of these values, he wont give any positive(negative) reputation to anyone.
