Even tougher perk dosent require toughnes perk or is it a bug?

Toughter - 5% dmg resistant

You do not need one for the other.

You can take either one of them, or both.

Hope it stays that way because 5% boost to anything is a waste of a perk slot

Yeah it's not like Lifegiver where the 2nd one is not available until you select the first one. I think Toughness is working as intended though, but i agree with you that only a 5% boost seems negligible. If both of them offered 10% boost to DR...

Toughness doesn't boost your DR only, it increases your DT, too. It's wonderful perk against sg or bg bursters.

Have to agree with Kelin and it's nice to hunt geckos for hides and not having to carry an armor and having them do almost no damage.
