Penalty system for killing players at Gun Runners

I agree with Vandal. I don't even go to GR anymore because of this problem. I'd rather craft at Glow and get radiated or maybe killed by PKs who work hard for their kills, than get PK'd at GR by lazy PKs who suffer no penalties for crimes committed right in front of the guards.

Killing few inside gunrunner's fortress? I think "few" is too much already. Would be better that if you attack someone in fortress your reputation will drop to -much, so you need to grind quests again to raise it to gain access to fortress, and with negative rep it'll be hard, as they won't give you any quests until it'll decay to neutral.
This way, if you want to kill someone inside, you must waste a lot time on their quests, and then you can access fortress and kill one guy, after that you better create another character and again waste a lot time, it'll be really pain-in-ass to do, so killing there will be stoped or will be really rare, as killer will suffer much more than his victim.

I think gunrunners shouldnt allow anyone having a gun unholstered. Its their place, their rules, someone having a minigun could be considered as a threat.

Then you can steal freely because you can't be shot.
