I can't get my mercs to stay in VC

I tell them to stand, set it to manual move and they still follow me to wm.

You cannot keep mercs on town maps anymore unless you're there.

I realized this afterwards, the one ghoul slave in the middle of vc threw me off. I'm guessing the owner got killed running into the inner city and his slave survived somehow.
