I think it's intended, considering the side effects... (profession, IRL luck, ability to do two things in the same time...)
As for water bags, if i remember correctly, you can reuse it again and again, if you have a source of water...

I hope you joke when you call that an exploit. It is not.
I know of this already, but...
kind of inefficient to farm it that way...

water bags are re-usable...however to get to a nuka cola machine and back with only a few bags isn't very efficient either as, I presume, each use empties the bag of it's water.

Get companion shit faced drunk through dialog.
Problem solved on the cheap.
