Havy Handed nerf?

That is reasonable, although I would say make sure rocks don't give this capability. These are ridiculous when a level 2 bluesuit can take out a level 24 with full gear just by punching him.

To "counter" HH you have to run. I wouldn't say it's countering it because you have to do it or you die. It doesn't kill the enemy character, but makes him chase you until you reach the grid. It's called escaping rather than countering. I wouldn't call this particularly fun either. Why don't we put back the heavy handed npcs we had in the beginning of this session due to accident because it's so fun and easy to counter according to you.
What comes to critical bursts, sneaks and whatever they aren't even related to the whole issue. Your job is to explain why immobilizing is a good feature in your opinion, not derail the issue by representing other stuff that isn't fun according to you.

you can counter HH whit in your feace perk and if i miss and i will you can shoot me whit burst from point black instant death to me and it is alwies coutred when atacking 1v2 i cant knock 2 people same time

Make Unarmed with 180 without unarmed weapons use a AP less, then Heavy Handed nerfing wouldn't be that painful.

So if I meet some HH dude in redding mine I can counter him by quickly making a new character, levelling him until I get in your face, travelling to redding mine and coming to fight the unarmed dude. All that in about 3 seconds. Sounds quite hard to pull off.
It's completely random whether you get the onehex burst or if the puncher gets his punch through first. And if he does, it means death to the burster unless burster has more ap.
Ofcourse 2 players defeat one by default.
But still: why in your opinion immobilizing an enemy is good feature?
