Basically I'm suggesting that every time a player initiates combat and kills a player that is significantly lower level (let's say less than half) they get a negative charma tick that once it reaches a predetermined level that player's name changes colour for everyone else to see. This would be a lot more useful then the current name colouring thing which require you to have line of sight with your attacker to change their name and even then usually doesn't work the next time you see them. Alternately you could merge it with the "feared" suggestion and just have that appear over their heads.

On one hand there should not be clairvoyance or telepathy regarding PKers.
On the other hand there should be rumors.
If the PKer PKed in front of a witness (that lived), then a tag might make some sense.
