me was lvl9 und dont spent the perk at tis time, me wanted to wait until lvl 12 for better perks but me only could chose one perk at lvl12, the other is gone?

is this system or bug? please help and sry for bad english

In FOnline you must choose a perk before you get the next one or you will lose it. So you can't take the bestest perks.
Not a bug.

But yea it's a nasty trap for user.
Some things just should have additional warnings, e.g. dropping valuable items on world map, taking JET the first time or this.

I think the perk-select window should ask "Are you sure? You will not get another chance to take this perk." when you try to close it.
People just don't read the manual, don't know Fallout, and then are surprised.
EDIT: Hah. The manual is broken and the section about Perks is unfinished.
