No in serious things. PvE is not so serious because they can use all weapons in proper build those weapons can be deadly to stupid npc's :)
P90 is not powerfull like it was in last session after few fight with anybody p90 burster will ragequit to another more powerfull char and cheaper even :)

I have better option:
Instead of ammo/caps/other itmes, NPC could rise the reputation.
It will help in current barter system and could solve bad karma problem on pvp alts.

This can be added on other NPCs with the same idea, some giving items, some giving reputation.
"A box of noodles? For me? This is great, as a token of my gratitude, I'll tell some people about your kindness, all over the town."

Good idea and it fits into the Fallout universe.
