Nope its actually just due to having 1 ch you can't became a mutant or a ghoul.

3 charisma

Drink beer and pop peelz. Works!




(beer give you 1 charisma, but you need 3 charisma for the most NPCs so its useless when you have 1 CH. Mentats give you 2 CH, so its the talking-drug for all 1CH characters)
