Make NCR guards nice to people ;-)

Whenever you try to enter NCR with a weapon in your active slot, NCR guards should open a dialog window with you and ask you politely to put your weapon down. The text displayed over their heads can sometimes not be noticed, especially because not all of them shouts at you, but only one or two of them at the enterance.

I'm sure that many unnecesary deaths can be avoided this way  ;).

Badger:
I'd say the 'Drop your weapon' line could be made into something a little shorter. Like, I don't know, 'Drop that weapon!'. 'Put that weapon away it's not allowed here!' is a bit of a mouthful.
