Home - Center on character (works on the global map).
A - Attack.
C - Character sheet.
G - Pick an item from the ground.
I - Inventory.
P - Pipboy.
F - Fixboy.
B - Switch active slots.
M - Switch mouse menu.
N - Switch item mode.
S - Skilldex.
T - Display team information.
Q - Dispay field of view.
W - Display weapon range.
1-8 - Quick skill access.
? - Current game time.
+,- - Brightness adjust.
Ctrl + +,- - Sound volume adjust.

Commands for chat:
Type . or / followed by:
S - Shout
W - Whisper
E - Emote
R - Radio.
Placing space character after command is not needed and ignored if present.
Type a message and press Enter.

Type in a message and press Enter.

Massage sending is also possible using:

Alt + Enter - Whisper
Shift + Enter - Radio
