Game abusers?

I would like to know what the best way of reporting game abuse is? Recently just got zerged by a Nicobellic/Romanbellic. the player double logged to ambush me after i killed him. As far as I knew this was against game conduct. I have screens if necessary but I think behavior such as this shouldnt go unpunished. I would also like to know if anything ever comes of this information, if there arent game masters that handle this I would be glad to offer my services.

- Edit, he fast relogged, which is almost as bad as dual logging seeing as his alt wasnt even more than 2 minutes dead before he relogged. I guess this behavior isn't punished or at least it isn't by certain gm's. Its still game abuse but at least we all know we can get away with it now, ill be sure to have a couple cmbt alts parked and ready... or to my understanding thats whats expected of us.

Fast relog. Not much can be done here really. Unless I see it exploited in guarded towns to avoid guard looting etc...
I don't think it should be punished if there isn't any kind of fast relog block in game. Because every case would have
to be judged whether it was OK or not, and it's simply impractical with the amount of fast relogs going on.

Well I guess you could support my suggestion to nerf combat abilities of characters immediately after relog:

I will support it as an alternative, the fast relog is an issue but I honestly had no problem with the old timeout system.
In essence fast relog is dual log, but one character is ghosted and waiting to ambush even more effectively.

Old timeout system was bad because it was very easy to avoid and very hard to catch (GM had 3 minutes for this).

To impose it as a rule it required GM to check fast relogs all day long instead of focusing on solving player problems
caused by bugs or preparing events and doing other GM stuff.

(If it can be used to troll or abuse players it will.)  This is the 1st Law of the Wasteland.  Law 2 of the Wasteland is (The proceeding excuse will be used henceforth for any opinion people do not agree with or that suggests limits to Law 1 and it is "The Wasteland is Harsh.")  The laws have been written so they shall be done.

Really unless they're controlling 4 characters at once, it can't be stopped.  And no matter how the system works, fast log or time out, refer to Law 1, they will find a way.  At this point the only real way to avoid it is to avoid as much player interaction as you can, or suck up to a big gang and run around with a bunch of people.  People will say how they don't have this problem, but there is some luck involved along with play times which can effect peoples interactions with others.
