Sorry, maybe im stupid and misunderstand you.
I said, that swarm can be seen only in TC. Tc is when someone wants to capture city.
Vsb wanted to capture a city, gain influence. And for that, they used swarm and help from other gangs.
That screen is only a proof of that.
Aaaaand yes, Vsb were gaining influence even with some cs in the town.

for the record, not with c88 in the picture. If there are CS joining CoA actions, all c88 will leave the town immediately.
