I would strongly suggest using drugs, not taking action boy.  You'll want those other two perks that the action boys would replace.
Also, 10 AP should be fine for that build.  They regen pretty fast, you'd just need to wait for 2 AP to regenerate before taking your second shot.  It'd only take a second or so.

You count advantages. But what about -15% DR and -2 ST?) Not all people love drug builds. They're expensive.

jet only gives -15 dr now if you are on pyscho or have toughness. if you are just in armor without pyscho or toughness it will only take away -2 str and -1ch. -2 str can be off sided by taking weapon handleing at lvl 3.

Disadvantages or not, you'd really rather have 2 extra action points over 70 extra hp from 2 lifegivers?  I'd take the hp.
But, like I said, 10 AP is fine.  It takes 1 second for 2 AP to regenerate, so you can fire again in one second after the first shot, it's not a long wait.  2 shots in 1-2 seconds?  That'd work.
