Pretty self explanatory right?

Of course adding this with no limitations would make normal radios obsolete so...

Every use of radio (sending a message) would increase "Radio timeout" by 5 minutes. When it reaches 1 hour no more messages can be sent until your PIP-Boy will "recharge" a little over time

Would be VERY helpful for getting (mostly new) players outta spawn points (since they spawn with no radio)

Using 3rd party programming like Mumble/Teamtalk/Ventrilo/whatever wouldn't be as neccessary as it is now
