I had in mind only drugs affecting your SPECIAL, like nuka, jet, buffout etc. Nuka for example has no negative effect but as far as I know, you are not able to increase another player's agility.

Nuka Cola can cause addiction. ;)

Kelin:
Superstimpak decreases your hp after while (negative effect), but you can use it on another player, so that's not an explanation. For example beer causes no addiction, but it does affect SPECIAL, so it can't be used on anyone. The only drug I'm not sure about is RadAway (I don't think it can be used on another player, though).

falloutdude:
radaway cant be used on other players because it can cause addiction.
