Its actually very easy and it may take a few hours but not days or many hours.
You check the logs for character X. What IPs have been there? lets say IP 1, 2 and 3.
You ask the owner, what is your IP mate? He says IP 2 is mine. You check and indeed see that IP 2 is the most used with these toons.
You the proceed to IP block IP 1 and 3. Hacker blocked.

Not that easy if u got dynamic IP, bye the way no one will take care about topic problem.

I am glad certain people are starting to understand what I'm saying, here is how I put it, Why should I start playing if its all just going to happen again? nothing has been implemented to prevent Alt stealing. it's too late for me to have the given back, duh. but I can't play until I feel their is more secure way to protect you online game characters. I had an idea that might be a good idea to make all players have a master login before they create or log into characters. that way ever player must have all their accounts attached to a master login. this way, it could be easily proven who owns the alt, as well as being able to give the characters back to their legitimate owners. anyway if we had a master login for our characters it would be easy to prevent anyone from stealing alts ever.
I would never want what happened to me happen to any one else, no one deserves this treatment. and on a side note, I feel certain levels of the community are ruining the RPG story context, by creating some kind of evil only version of fallout cannon via this 2238 server, I mean, people are not very nice to anyone, well a small majority, and I think this type of community should rally against this awful behavior and bullying.
