Support Perks Availability

In much the same way we can see craftable items in our Fix-Boy even when we don't have the required ingredients, and in the same way additional items appear as we use blueprints...

I suggest that as we meet the requirements for Support Perks, those perks show up (in red) in our perks list as a reminder when we qualify for them.

We already have a "full list of perks", and we already choose which ones we want when we qualify.

This idea simply makes those options more clear in-game, rather than force you to switch windows and go consult an out-of-game source (like wiki or forum). This idea only streamlines game-play a bit.
